Finance & Administration Director

Position Summary

  • The Finance/Administration Director performs highly responsible administrative work in developing, implementing, and coordinating an effective management system for the Agency, which includes strategic planning and accountability for fiscal and managerial results, Agency-wide budgets, resources management and financial management functions, and management of the Agency’s fiscal and administrative operations, including Accounting, Procurement, Budgeting, Human Resources and Management Information Systems (MIS). Within these functional areas, this position is responsible for performance that positively contributes to the Agency receiving satisfactory ratings in HUD Agency performance evaluation systems, such as the Public Housing Assessment System (PHAS), or other future HUD evaluation systems.

Essential Job Functions

  • Coordinates and prepares the required financial and program information for other departments. Supervises closing the Authority's general ledgers, year-end financial statements, and operations analysis. Supervises the preparation and submission of the annual operating budget and other necessary reports, records, and information to the Executive Director. Serves as a liaison between the Authority and banking institutions and auditors. Processes bi-weekly payroll and updates staff salary and benefits changes in Paycheck. Research and assist with grant application preparation. Oversee monthly operating subsidy drawdowns, monthly checks run, funds transfers, etc., and maintain general ledgers required for each program in compliance with federal, state, and local requirements. Serves as Line of Credit Control System (LOCCS) officer.

Education and Experience

  • Bachelor’s degree in accounting or finance or a closely related field; 3+ years progressively responsible experience in HUD accounting, financial management, or closely related such as Enterprise Fund GASB Accounting Knowledge, and responsibilities that include at least (2) years of supervisory experience. Certified Public Accountant - Preferred. Must possess a valid Driver’s License.
