Position: Operations Director

Job Description:

Tennessee Valley Housing Services (TVHS) is seeking an experienced and motivated Operations Director to oversee the Capital Fund, Maintenance, Modernization, Redevelopment and Procurement programs for the Authority. This leadership position is responsible for ensuring compliance with federal and state regulations, managing major capital improvement projects, and maintaining high operational standards across maintenance and modernization functions.

The ideal candidate will be a proactive leader with strong technical and supervisory skills, capable of managing multiple projects while driving efficiency and safety across departments.

Key Responsibilities:

  • Direct and supervise departmental staff, including planning, assigning, and evaluating work performance.
  • Oversee all Capital Fund projects, redevelopment and modernization efforts to ensure compliance with HUD regulations and local building codes.
  • Assist with preparation and updates of the Five-Year Plan and Capital Fund budget.
  • Coordinate contractor and vendor activities to ensure timely completion of projects.
  • Review and approve construction plans, bid specifications, and change orders.
  • Develop and maintain purchasing and maintenance policies consistent with federal and state regulations.
  • Conduct inspections of housing units, facilities, and grounds.
  • Collaborate with housing management and maintenance teams to ensure efficient operations and excellent customer service.
  • Participate in audits, site visits, and inspections conducted by HUD, REAC, and other agencies.
  • Maintain accurate documentation, logs, and reports for all capital and maintenance projects.

Qualifications:

  • Bachelor’s degree in business administration, construction management, or related field or experience in the minimum of ten (10) years
  • Minimum of five (5) years of related experience, including at least three (3) years in a supervisory or management role.
  • Strong working knowledge of HUD regulations, capital fund programs, and public housing modernization.
  • Proficiency in Microsoft Word, Excel, and Outlook.
  • Valid driver’s license and insurability under the Authority’s plan.

Physical Demands:

This position requires regular office work with occasional inspections of housing developments and capital projects. The employee must be able to transport up to 25 pounds and communicate effectively in person, via email, and by phone.
